Background

Primary Care Development Corporation (PCDC) is a national nonprofit organization dedicated to expanding access to high-quality primary care and advancing health equity in underserved communities. Founded in 1993 as a public-private partnership in New York City, PCDC was established to address the lack of capital financing that hindered the
development of community-based primary care facilities in low-income neighborhoods. Since then, PCDC has evolved into a U.S. Treasury-certified Community Development Financial Institution (CDFI), providing capital financing, expertise, and advocacy to strengthen primary care infrastructure across the country. The PCDC’s mission is to strengthen communities and build health equity through strategic investment in primary care, expertise, and advocacy. The organization envisions a future where all people have access to high-quality primary care, recognizing it as a cornerstone of healthy, vibrant communities. To achieve this, PCDC offers capital financing to support the development and expansion of primary care facilities, provides consulting services to improve practice operations, and engages in policy advocacy to promote investment in primary care. Over the past three decades, PCDC has leveraged more than $1.57 billion in financing to support primary care projects, created or preserved over 21,000 jobs, and facilitated more than 5.2 million primary care visits. The organization’s efforts have been particularly focused on communities with
limited access to care, including low-income areas, communities of color, and rural regions. By investing in primary care, PCDC aims to improve health outcomes, reduce disparities, and foster economic development in the communities it serves.

Summary

PCDC seeks a dynamic and entrepreneurial leader to be the next Chief Executive Officer (CEO). Reporting to the Board
The Board of Directors, under the leadership of the CEO, will provide oversight and management of the organization, working closely with the Board and the Executive Team to establish annual and long-range goals, strategies, and policies that achieve the PCDC’s mission and foster its growth and quality.

The CEO is responsible for leading the organization, defining its vision, implementing strategic goals and objectives, and ensuring PCDC’s strong financial position and growth while achieving its mission. The CEO works closely with the senior leadership team to ensure mission alignment and operational excellence across all departments.

The ideal candidate will be a seasoned manager, preferably with knowledge of and experience in primary care, community development, and financing, as well as expertise in policy, consulting, and community investment. The CEO will advance PCDC’s mission and goals, develop and implement its strategic plans, and ensure high-quality service delivery and cost-effective resource management.

The CEO will be PCDC’s principal spokesperson and must have excellent interpersonal, communication, and negotiation skills. The CEO must be comfortable fundraising and have a demonstrated track record of developing fruitful relationships with government and elected officials, corporate executives, business leaders, foundations, policymakers, and healthcare providers. The ideal candidate will work closely with the Board and staff in a
transparent, honest fashion that promotes inclusiveness, cooperation, and teamwork. The CEO must be committed to
creating a strong organizational culture rooted in equity, diversity, inclusion, and belonging. The CEO must be smart, analytical, diplomatic, creative, of the highest integrity, and possess sound judgment as well as a sense of humor, humility, and compassion.

Requirements

  • Healthcare, Policy & Advocacy Fluency: Brings deep knowledge of
    primary care, FQHCs, Medicaid, and the healthcare ecosystem; a
    credible policy voice able to navigate and influence state and federal
    funding; and the strategic capacity to lead, not just support—
    advocacy efforts
  • Strong CDFI & Financial Acumen: Demonstrates expertise in capital
    deployment, lending, risk management, and compliance; understands
    CDFI structures, revenue models, and how lending advances PCDC’s
    mission, and ideally has experience managing a loan fund or capital
    strategy; thorough knowledge of CDFI Fund awards programs (including
    New Markets Tax Credits lending experience) is a definite plus
  • External Leadership & National Presence: An outward-facing leader
    who builds strong relationships; elevates PCDC’s national visibility—
    especially in key markets; and confidently represents the organization in
    high-level forums, media, and strategic partnerships
  • Fundraising & Philanthropic Partnerships: Proven ability to secure major
    philanthropic support, particularly from national healthcare-aligned
    foundations, and effectively articulate PCDC’s value to funders while
    filling a critical fundraising leadership imperative
  • Operational & Change Leadership: A proven operator with the ability to
    lead modernization efforts, tech upgrades, and internal systems
    improvements; capable of making tough strategic decisions around
    sustainability and business lines; and skilled at unifying teams and breaking
    down silos across business units
  • Mission-Driven, Equity-Focused, and People-Centered: Deeply
    aligned with PCDC’s mission and the communities it serves—including
    Black, Brown, LGBTQ+, HIV-impacted, and rural populations—bringing
    emotional intelligence, humility, and a strong DEI commitment in
    leadership, hiring, and retention; fosters trust, leads transparently, and
    empowers internal expertise

PCDC offers a competitive salary of $370K – $390K as well as
