Summary
Credit Ratings is an integral part of the Global Ratings Services team, comprising a diverse group of 1,400 analysts spread across key financial hubs worldwide. We are dedicated to delivering high-quality insights and exceptional client service across all industry sectors.
The Public Finance practice delivers credit opinions on public-sector issuers (including states/provinces, local governments, public agencies, not-for-profits, and infrastructure-related municipal issuers). Analysts translate local economic and demographic trends, revenue stability, governance, and long-term liabilities into transparent views that help communities finance essential services and long-duration investments.
The Housing team is a dynamic, collaborative group that covers a portfolio of approximately 600 ratings associated with housing finance agencies, public housing authorities, and community development financial institutions. We analyze capital fund financings and federally-enhanced housing issues across the country, combining independent analytical work with strong team collaboration. Our team values analytical excellence, strategic thinking, and the ability to translate complex affordable housing market dynamics into clear, actionable insights for our clients and stakeholders.
Responsibilities
Team Contribution & Capability Building
- Provide day-to-day guidance/coaching to Research Assistants and Rating Analysts, building capability in credit, data discipline, and tooling and reinforcing values-led behaviors.
- Drive consistency/scalability by codifying standard work and promoting disciplined adoption to strengthen trusted, repeatable insights.
- Strengthen AI-enabled productivity by creating reusable assets and proposing lightweight automations that free capacity for human analysis and relationship work.
- Foster continuous improvement by proposing enhancements that remove manual steps without compromising governance or judgement.
- Partner with senior team members and Data/Engineering to identify and scale AI/automation use cases with governance-by-design, controls, and adoption support.
Core Analytical & Delivery
- Lead end-to-end execution for assigned credits, ensuring high-quality analysis and timely delivery across priorities with clear accountability.
- Own surveillance/updates for assigned portfolio, synthesizing performance, market signals, and peer context into decision-useful insights and clear implications for risk.
- Supporting LLM tools/automation being embedded to accelerate workflows, followed by structured validation and refinement using analytical judgement to maintain trusted conclusions.
- Operate alongside AI agents in recurring workflows.
- Prepare/review inputs, reconcile metrics, document assumptions/changes to ensure adherence to methodologies/standard operating procedures.
- Prepare/review key outputs ensuring clarity and alignment to methodology/sector frameworks and evidentiary standards.
- Support maintenance/review of models to ensure robustness and repeatability and clear linkage to risk views.
Stakeholder & Market Engagement
- Engage with external parties alongside senior team members.
- Crafts client and executive-ready stories that translate complex data, analysis, and research into a clear narrative. Advising on issues within clear parameters, integrating and communicating complex information to convey S&P’s analytical expertise and drive engagement with market participants.
- Building trusted stakeholder relationships through emotionally intelligent, collaborative and adaptable delivery.
Risk Management and Operating
- Ensure adherence to methodology/confidentiality/data governance; escalate issues early with options/recommendations to protect integrity and trust.
- Embed responsible, governed AI use: approved tools/data only; protect confidential info.
- Drive controlled automation/agentic workflows by contributing to design requirements/controls, supporting testing/rollout, and training others.
- Supports decisions relating to guardrails for automation: defining what can be automated vs must remain human-led (especially material risk calls and committee conclusions).
Requirements
- Experience in affordable housing finance, either in loan underwriting, portfolio management, real estate development, or capital raising.
- Familiarity with affordable housing policies, financing structures, and funding programs, including low-income housing tax credits, housing choice vouchers (Section 8), and mortgage revenue bond programs
- Solid foundation in financial statement analysis

Additional Information
- An S&P Global employee at this level would typically have three to five years’ of relevant work experience.
- Education: Bachelor’s degree or equivalent required. A master’s degree or professional certification (such as CFA) is highly valued. We welcome candidates from traditional finance disciplines as well as diverse academic backgrounds that support innovative and critical thinking.
- Employees are required to work from the office a minimum of two days per week.
- Candidates who reach the final stage of the interview process will be asked to attend at least one in-person interview at their nearest S&P Global Ratings office before an offer can be extended.
Compensation and Benefits
(This section is only applicable to US candidates:) S&P Global states that the anticipated base salary range for this position is $90,000USD to $127,000 USD. Final base salary for this role will be based on the individual’s geographic location, as well as experience level, skill set, training, licenses, and certifications.
