Manager for Impact and Research, Partners for the Common Good

Sierra Stoney is the Manager for Impact and Research with Partners for the Common Good. Drawing on her background in both research and practice, she leads the effort to demonstrate how Partners’ lending and advocacy are transforming the communities they serve.

Sierra brings expertise as a community development researcher focused on equitable place-based initiatives, housing, community development, and public finance. She previously worked as a research analyst with the Federal Reserve Bank of Richmond’s Regional and Community Analysis team, where she had the opportunity to learn directly from community development practitioners and CDFIs. Sierra brings further research experience from the Urban Institute’s Metropolitan Housing and Communities Policy Center, where she had the opportunity to work on policy research related to fair and affordable housing, mission-driven real estate investment, environmental justice, and employment. She has also worked as a practitioner as the director of a statewide affordable housing pilot program in Indiana and served in local government as the demographer for the City of Alexandria, Virginia.  

Sierra holds a bachelor’s degree in economics from the University of Mary Washington and master’s degrees in applied economics from Georgetown University and public policy from the University of Chicago Harris School. She is currently pursuing her PhD in public policy and public administration at George Washington University’s Trachtenberg School, with a focus on inclusive place-based community development.
