Background

HAF is an innovative nonprofit lender and Community Development Financial Institution (CDFI).  Established in 2017 by the San Francisco Mayor’s Office of Housing and Community Development, we create public-private partnerships and leverage private, philanthropic, and public capital to invest in and lend to affordable housing, accelerating the production of new affordable housing across the Bay Area. HAF has raised nearly $400 million since launch and channeled that capital into more than $600 million in affordable housing investments that create and preserve over 3,000 affordable homes. This includes innovative products and tools such as the Bay Area Housing Innovation Fund, Industrialized Construction Catalyst Fund, and the Home for Good Fund.  

Summary

HAF is increasing its capitalization and diversifying and scaling its lending and investing products. We need an experienced and creative leader to collaborate with the senior leadership team in structuring new on- and off-balance sheet funds and facilities that address market financing gaps. This role will lead the structuring and implementation of these funds, oversee the legal and financial structuring of new investments, and ensure efficient capital management. 

Responsibilities include working with lending and investing teams on financial modeling and cashflows, optimizing capital allocation and systems, and managing funding sources such as Federal Home Loan Bank membership and secured bank facilities. The leader will also support new product structuring and pricing to ensure HAF’s financial sustainability, work closely with the CFO and CEO on credit rating and bond market strategy, contribute to R&D financial modeling for new business lines, and work closely with the CFO on scenario planning related to optimizing impact alongside long term financial sustainability for the HAF.

Responsibilities

  • Capital Planning & Deployment: Collaborate with the senior leadership team to align long-term capital strategies with HAF’s mission, ensuring effective deployment of new and existing capital resources across lending product mix and that HAF’s capital base provides the flexibility that HAF’s lending and investment businesses require.
  • Capital Structuring & Strategy: Lead the development and implementation of on- and off-balance sheet funds and financing facilities to address market gaps, optimizing the organization’s capital structure across debt, equity, and grants.
  • Investment Structuring & Execution: Oversee the legal and financial structuring of new investments, working with outside counsel and internal teams to structure and close transactions efficiently.
  • Financial Modeling & Forecasting: Support enterprise and fund-level financial modeling to inform product development, capital planning, and sustainability, working closely with HAF’s CFO and Finance team. 
  • Risk & Portfolio Management: Work closely with HAF’s Portfolio team to ensure HAF has the necessary visibility, tools, and systems to monitor financial sustainability across its growing portfolio and product mix, managing efficient use of balance sheet capital sources and off balance sheet facilities across changing interest rate environments.  
  • Credit Rating & Bond Market Strategy: Work closely with the CFO and CEO on strategies to obtain and maintain HAF’s credit rating and access bond markets for long-term financial sustainability.

Requirements

You’re a great fit for the role if you have:

  • Proven experience in raising, structuring and managing capital within the CDFI, Housing Finance Agency, and/or financial services sectors with a focus on managing multiple investor relationships and deploying investor capital through portfolios of affordable housing loans and investments.
  • Deep knowledge of affordable housing finance, real estate development, community development financing mechanisms and applicable capital markets.
  • Strong strategic and analytical skills, with the ability to innovate and structure complex financial products.
  • Extensive experience in financial strategy, capital markets, and fundraising, ideally within CDFIs, financial institutions with a real estate focus, or related sectors.
  • Strong understanding of affordable housing finance, community development, and social impact investing.
  • Proven ability to develop and execute capital strategies that balance mission and financial sustainability.

Compensation and Benefits

  • $170,000 – $195,000 + up to 20% bonus; salary placement within this range will be based on experience and qualifications.
