Summary
Travel:
Some travel to perform field work will be required, following CDC guidance and Reinvestment Fund travel policy. Estimated travel: 10% – 20% annually (primarily to Philadelphia and New Jersey, but occasionally nationally).
Work Location:
This position can be located in Philadelphia, PA. Reinvestment Fund provides a flexible hybrid work arrangement: 2 days onsite and 3 days remote allowing for face-to-face interactions. Interested applicants should be within a commutable distance to its Philadelphia headquarters location. *Depending on the nature of the job, a more flexible work schedule may be considered, including remote work.
The successful candidate will have experience managing all aspects of multi-faceted and complex projects involving a large number of external constituents; excellent analytical, technical, interpersonal, organizational, and writing (creative and informational) skills; and the exercise of extensive discretion and independent judgment. The ideal candidate has knowledge and experience in one or more of the following areas: grant/contract management, event management, information/database management, community development communications, research and evaluation, grant writing, and program or project management.

Reinvestment Fund is currently seeking a Program Manager to join its program team to support the implementation of a number of national and regional Social Determinants of Health (SDoH) programs. The SDoH program team at Reinvestment Fund focuses on the design, implementation, and evaluation of initiatives such as the national Invest Health and the regional Building Healthier, More Equitable Communities (BHEC) in New Jersey initiatives. Invest Health is a pioneering collaboration between Reinvestment Fund and the Robert Wood Johnson Foundation (RWJF). Invest Health was designed to empower multi-sector leaders representing the public, community development, healthcare, finance and other sectors in small to mid-size cities across the country working to improve community health and wellbeing and advance a more equitable community investment system.
An adaptation of Invest Health, also supported by RWJF, BHEC is a single state initiative that aims to address the social determinants of health through changes to the built environment and the community investment system in selected New Jersey cities, including support for efforts around equitable recovery from the current health and economic crisis. Leading with an equity frame, Reinvestment Fund is working with the selected multi-sector collaborations from the four BHEC cities to build partnerships, support advocacy, and align resources, through targeted facilitation, convening, and other supports, in response to the challenges that communities currently face as they plan for an equitable recovery and advancement of community development priorities.
The Program Manager position is categorized as regular full time. Reporting directly to the Program Director for Invest Health and BHEC, the Program Manager will support successful management of the above programs, as well as others within the Program Department, and as needed across the organization. The Program Manager will be expected to work independently and collaboratively with program staff, participants, consultants, vendors, and other constituents through managing the planning, implementation, and reporting activities in the following areas: quality assurance and compliance; meeting management and agenda creation; content expertise and thought leadership contributions to grant planning and implementation; communications execution, web and social media content oversight; expense and vendor management compliance and contract oversights; database management; liaison on research and evaluation components; timeline creation and deliverable management; grants management with funder and re-grantees; report creation; budget and expense management; and overall project management.

Responsibilities

The ideal candidate has knowledge and experience in one or more of the following areas: grant/contract management, event management, information/database management, community development communications, research and evaluation, grant writing, and program or project management.
Program Management
- Assist Director in program development, implementation, and overall management, ensuring achievement of milestones and overall program goals within budget and approved timeline.
- Management of research, development and dissemination of program communications including oversight of web content, newsletters, and product development, and marketing materials. Creating and implementing outreach plans for grantees and partners and managing associated processes.
- Management of programmatic meetings, including agenda creation, slide show development, and speaker coordination for webinars and regional convenings for program participants; planning and evaluation meetings; and other meetings with internal and external constituents.
- Ensure budget adherence including – oversight of invoices and vendor management processes, budget projection and revision recommendations, monthly expense management, and liaison with finance team.
- Develop program procedures and process tools, and internal program systems in coordination with program operations and risk/compliance teams.
- Manage supportive practices regarding program evaluation, outcomes, data, results, impacts, and dissemination of lessons learned to a broad audience.
Grants Management
- Manage grant/contract processes, compliance and reporting, including oversight of re-grants to participating cities, reviewing expense invoices, reviewing grantee reports, and supporting Director with specific content for funder budget and narrative reports.
- Manage process for re-grant applications, re-grant documentation, funding disbursements, budget and workplan compliance and reporting, and closure process.
- Oversee vendor contracts with a wide variety of vendors to support program implementation, including payment, compliance, and reporting.
- Ensure project files are in excellent condition and consistent with organizational policy and departmental procedures, with sufficient documentation for third-party review, prepare files for timely audits.
- Support broader departmental and organizational activities that are aligned with furthering Reinvestment Fund’s mission and growth of the program department.
Requirements
- Minimum Bachelor’s degree, Master’s degree preferred.
- At least 5 years’ experience (or combined work and graduate education) working on grant funded programs for community-based issues and/or project/program management roles.
- Ability to work with diverse individuals, communities, and groups on complex issues.
- Outstanding customer service skills and commitment
- Demonstrated strong project management skills, including managing complex, multifaceted project budgets and programs, organization, time management, defining and setting priorities, and problem-solving.
- Demonstrated interest in or experience with one or more of Reinvestment Fund’s multi-sector initiatives program areas including community development, social determinants of health, or sustainability.
- Exceptional attention to detail.
- Excellent verbal and written communication skills.
- Proficient in using technology as a management reporting tool and experience working with information technology staff to develop and implement project management and program impact assessment systems, as well as communication, meeting facilitation and website technology.
Proficient in MS Office – Word, Excel, PowerPoint. Experience with Mail Chimp, Asana, Word Press, Zoom, Microsoft Teams, Vimeo, and Adobe Pro preferred.
