Background
Maryland Community Investment Corporation (MCIC) is a newly formed State of Maryland quasi-governmental private corporation established to allow Maryland to pursue allocation of New Market Tax Credits and to otherwise support both New Market Tax Credit projects throughout Maryland and established Community Development Entities in the State. MCIC is not subject to State hiring or civil service requirements, and MCIC employees are not State employees and do not receive State benefits.
Summary
This role is for an early/mid-career professional or somebody transitioning to community development work with experience in or desire to learn more about community development, startup business operations, and Maryland’s network of strategies for community impact project finance and support. Applicants should be ready for flexible requirements in a startup business environment, able to prioritize independently, will work from home 4-5 days per week, and may occasionally travel both in-State and out-of-State. MCIC has a Board of Directors composed of State officials and local community development leaders, the ability to represent MCIC policies, programs and priorities to the Board, the public and other community development actors is a key requirement.
Responsibilities
Tasks
Lending Capacity Building
- Identify needs for and support development of intake forms for prospective projects and investments;
- Support CEO in working with prospective borrowers to collect project information and due diligence materials, analyzing prospective transactions and drafting and editing committee memos for approval;
- Support development of pipeline tracking system;
- Support Board and CEO to develop lending policies, target market and impact reporting systems
Business Strategy and Management
- Work with CEO and Board of Directors to identify community development finance best practices and needs through strategic planning process with consultant support;
- Support strategic planning and business growth planning efforts including supporting development of lending policies and products;
- Support outreach and communications strategies including to legislative partners, community members and potential funders.
- Help CEO develop internal management policies and programs for MCIC including financial policies, employee programs, benefits programs etc.
- Support development of business procedures and standards.
Operational Support
- Support CEO in management of critical operational tasks including procurement, scheduling, website maintenance, finance operations etc;
- Support meetings of board members and committees including coordinating schedules, distribution of materials, managing board records and notifications, website updates, etc;
- Support relationships with consultants, external accountant, lawyer and other third-party service providers;
- Support CEO with drafting, editing and content development for the MCIC Annual Report and other reports and communications as necessary
Additional administrative support, as needed.
Requirements
Successful applicants will have 3-8 years of community development experience with relevant post-graduate education substituting for employment experience. A finance background is not required, but recommended, as the role will be involved in the creation of lending programs, operational models for MCIC and in evaluating development projects throughout Maryland. Successful applicants will thrive in a flexible non-office work environment initially, MCIC will be building out the operational components of a start-up business throughout 2025.
Candidates must be Maryland residents and while the position is fully remote, must be available to travel in-state periodically, and attend meetings in-person with clients and team members. A high school degree or equivalent is required, and bachelor’s degree or further education in a related field is preferred.
Compensation and Benefits
Candidates will be at-will employees, with competitive health, dental and vision benefits and retirement matching contributions. Professional development and tuition reimbursement plans will be developed throughout 2025.
The position compensation range will be between $80,000-$100,000 depending on experience. Successful candidates will grow with MCIC, including professional development.
Initial compensation will be structured on a contract basis, the objective is to convert to W-2 payroll as quickly as possible as the team expands. Candidates must be eligible to work in the United States.
