Background

The Office of Housing provides vital public services through its nationally administered programs.  It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry.  The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing, and healthcare opportunities.

The Office of Multifamily Housing is responsible for the overall management, development, direction, and administration of HUD’s Multifamily Housing Programs. HUD’s Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for productionasset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development’s (HUD) Office of Housing in 1965.

Summary

HUD’s Office of Recapitalization (Recap) is seeking a management analyst in either Washington, D.C. or Chicago, IL, for a position working with the Deputy Director and Director primarily on operations work, including managing and tracking hiring actions for the Office of Recap as well as helping with other related operational work, including but not limited to training, operational improvements, production of events, and other work focused at increasing effectiveness of our programs and management of our team’s operations. This operational role will support our team’s work on multifamily affordable housing preservation under the Rental Assistance Demonstration (RAD) program, a high-profile initiative to significantly improve and preserve deeply affordable housing across the country as well as other programs and initiatives administered by Recap.

 In particular, we are looking for candidates who are passionate about our mission and understand how key operational work is in ensuring our office can implement its mission. In particular, we are looking for candidates who are detail-oriented, talented at relationship management and communications, as well as able to demonstrate initiative on moving key operational items forward.

Responsibilities

As a Management Analyst, you will:
– Provide support to supervisors and staff in the Office of Multifamily Housing, including administrative functions, scheduling, and tracking of progress toward Office goals, logistics, and production of events.
– Perform analysis and advisory assignments related to the effectiveness of government programs and or the efficiency of the management of government operations.
– Assist management in the Office of Multifamily Housing to administer program related to the organization’s mission, including the performance of administrative and programmatic duties.
– Make recommendations for improvement in the effectiveness and efficiency of work operations; develop new methods, organizational structures and management processes; counsel and advise program managers on methods and procedures, management surveys, management reports, and control techniques; and provide operational support to management in the Office.

Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Key Requirements:

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
– Gathering and analyzing information to propose changes or improvements in organization, staffing, work methods or procedures; AND
– Identifying resources required to support varied levels of program operations; AND
– Researching and investigating new or improved business and management practices for application to programs or operations; AND
– Performing analytical studies and project.

Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
– Participating in efficiency studies and recommending changes or improvements in organization, staffing, work methods or procedures; AND
– Identifying resources required to support varied levels of program operations; AND
– Researching and investigating new or improved business and management practices for application to programs or operations; AND
– Participating in special projects or tasks.

Compensation and Benefits

$73,611 – $116,788
