The Mountain Association is a nonprofit that invests in people and places in Eastern Kentucky to advance a just transition to a new economy that is more diverse, sustainable, equitable and resilient. Our Lending team offers loans to existing and startup businesses and organizations. We are a Community Development Financial Institution, so we can offer greater flexibility and lend to those who may not otherwise qualify. Our Business Support program connects business owners and nonprofit leaders to consultants who can help them succeed. Our Energy experts help businesses, nonprofits, public agencies and homeowners find much-needed energy savings through utility bill analysis, on-site energy efficiency and solar assessments, financing and grant application support.
The Mountain Association also engages in research, communications and advocacy for policy and narrative change, and works with partners on a variety of projects to demonstrate what’s possible in Eastern Kentucky.
The Disaster Recovery Coordinator will support the organization’s response to natural disasters in our region by coordinating programmatic responses and collaborating with other organizations to increase collective impact. The Disaster Recovery Coordinator will create a disaster response procedure to be used by Mountain Association in responding to future disasters, and that identifies disaster preparedness resources and efforts in the region.
Note: This position is contingent on external funding and is currently funded for two years (through September 2025). We hope to secure funding for this position to continue past this timeline.
Duties and responsibilities include but are not limited to the following areas:
Liaise between Mountain Association and external partners working on disaster response/recovery.
- Builds relationships with external partners working on disaster response and recovery for the purpose of coordination, collaboration, and collective impact.
- Builds relationships with local Long Term Recovery Groups, local governments, Emergency Management, Area Development Districts, regional Community Development Financial Institutions (CDFIs), local nonprofits, and other organizations in order to learn about challenges and barriers, to identify ways in which Mountain Association can be of support, and to find opportunities for collaboration across county lines.
- Convenes meetings with external partners as needed in collaboration with the Mountain Association’s Strategic Initiatives Program.
- Represents Mountain Association at meetings with external partners.
- Participates in region-wide disaster preparation and resilience planning.
- Coordinates with partners and allies within the Central Appalachian Network (CAN) experiencing disaster.
Coordinate Mountain Association Disaster Response
- Convenes working groups to respond to disasters affecting our service area and serves as the liaison for information between working groups and Mountain Association’s Leadership/Executive Councils.
- Manages consulting projects with communities for disaster recovery and resilience planning.
- Organize and coordinate the response of Mountain Association programs serving clients impacted by disaster.
- Manages internal communication regarding programmatic responses to disaster.
- Convenes, prepares the agenda, and facilitates working group meetings.
- Assists the working groups in prioritizing goals and projects.
- Ensures meeting documentation and distribution of notes and action items.
- Aids in the identification of opportunities for collaboration between programs.
- Serves as the main point of contact for the organization regarding disaster recovery and response.
- Leads the creation and deployment of the external organizational disaster response protocol/procedure and collaborates with Mountain Association staff on internal organizational disaster response planning.
- Collaborate with the Communications Manager to ensure information about disaster resources is conveyed through various communication channels.
- Tracks data to ensure grant compliance.
Research and Communications
- Research best practices in disaster resilience, preparation, mitigation and policy with particular attention to the unique needs in Eastern Kentucky.
- Research models for regional collaboration in disaster resilience, preparation and mitigation.
- Identify resources for disaster resilience, preparation, mitigation and recovery.
- Identify opportunities to increase regional collaboration in disaster resilience, preparedness and mitigation.
- Create disaster preparedness response tools for communities and businesses.
- Engages with and participates in the Mountain Association’s journey to increase diversity, equity, and
- inclusion both in our workplace and our work.
- Participates in organization-wide Mountain Association activities and training programs as required.
- Performs all other duties, as assigned.
- Practices safety in all aspects of the job.
- Participates in the strategic planning process and implementation of the plan as it relates to this role.

Required Experience, Education and Certifications
- Bachelor’s degree OR experience can substitute for education.
- Three years of demonstrated experience in group facilitation and planning including in-person and virtual formats, experience with project management and disaster recovery preferred.
- Demonstrated proficiency in research and writing.

Tools & Equipment
Proficient in basic computer skills, i.e., Microsoft Word, Excel, Internet usage (e-mail). Capable of learning company database programs.
- Must be able to work proficiently with computers and other office equipment.
- Work is primarily in an office environment (at home or a Mountain Association office) with office equipment, sitting for long periods of time.
- Extensive travel in the service region will be required.
- Some work will be on site and may require walking, bending, stooping, crawling, and climbing stairs.

Compensation and Benefits
This full-time position offers a competitive salary, with a range of $55,187 – $61,319 – $71,743, along with a generous benefits package. Salary is determined by evaluating an individual’s education and experience above the minimum requirements of the position.
This position’s main office location is flexible between Mountain Association’s offices in Berea, Prestonsburg, and Hazard, Kentucky, though our staff have a hybrid work schedule where they work from home as their position allows.
This position will be supervised by Les Roll, Special Projects Manager.
