Business Consortium Fund (BCF) is a nonprofit Community Development Financial Institution certified by the US Department of the Treasury. BCF exists to empower entrepreneurs by advancing equitable capital access for business owners of color. We provide funding and advice to certified minority business enterprises (MBEs) operating in the supply chains of the nation’s largest corporations, as well as the supply chains of government organizations.
Since 1987, Business Consortium Fund has originated or participated in $228 million in loans to MBEs, financed 950 companies, and our capital has led to the retention or creation of 944 jobs. We offer microloans for small and emerging MBEs and small business loans that finance receivables and purchase orders for growing MBEs.
Summary
BCF seeks a dynamic, creative, data-driven and forward-thinking professional who will provide leadership for the new Diverse Supplier Finance Institute. This position will report to the President/Chief Executive Officer.
The Director of Programs is a critical part of BCF’s small and growing team, which prizes innovation and collaboration. This position offers excellent advancement opportunities, as Business Consortium Fund is in a critical growth phase and expects to multiply the size of its portfolio during the next three years. The Director of Programs is primarily responsible for launching the Diverse Supplier Finance Institute, a new program that accelerates early-stage and emerging diverse-owned businesses’ access to corporate and government contracts through targeted training, capital access, and networking opportunities. The Diverse Supplier Finance Institute will reach nearly 2,000 entrepreneurs in urban and rural areas of the US and Puerto Rico over four years and ensure that they thrive as successful supply chain operators. The Institute will offer specialized programming in technology and other selected supply chain sectors and fast-track goal achievement for suppliers and corporations.
The ideal candidate will have demonstrated success in leading program strategy, has experience managing teams, is committed to a collaborative environment, and is proficient at designing, implementing and evaluating creative and responsive solutions for communities of color.
No preference for position location. Although staff is concentrated in NYC, BCF’s work environment allows for locations across the country.
Responsibilities
Key Responsibilities and Duties:
Program Leadership and Management
- Oversee all aspects of the institute including its program operations, curriculum, digital programming, online and live events.
- Coordinate and develop the Institute’s programs, introduce best practices from the field, and align resources to successfully execute BCF’s strategic vision.
- Influence and inform the program’s activities, oversee program teams and budgets, and represent BCF programming and impact to external audiences including funders, partners, and the Board when appropriate.
- Assist with the hiring of a diverse and inclusive team
- Lead and directly manage the ongoing professional development and management of the team, which is expected to grow to 4-6 FTE
- Identify and provide ongoing relationship management of the external facilitators and partners
- Implement learning management systems to ensure the consistent and high-quality delivery and operations of national programs across all sites.
- Participate in the oversight of the evaluation processes to measure the effectiveness of programs and team performance.
- Provide oversight of fiscal management of all programs including creating programmatic budgets and responding to reporting needs.
- Collect and use program data to communicate program quality, impact and stakeholder satisfaction.
- Work on special projects as required by management.
- Approximately 25% travel will be required to attend/present at events, conferences & conventions throughout the US and Puerto Rico.
Curriculum Design, Impact Strategy and Program Evaluation
- Oversee the vision and strategy for the development of curricula and teaching plans.
- This curriculum should be developed/integrated with the Lending team to ensure that modules assist clients with becoming finance ready.
- Manage program team and oversee curricula and programmatic offerings to ensure curricula and programming meets the very highest standards of excellence in the field.
- Ensure Diversity, Equity, Inclusion, and Belonging (DEIB) are woven deeply into all aspects of our program offerings.
- Using data analysis and an impact lens, evaluate the program to consistently advance improvements, innovations and modernization, and leverage data to inform changes for program improvement.
Fundraising
- Assist with the development of fundraising proposals.
- Ensure alignment between program design and implementation with fundraising proposals and grant commitments.
Requirements
Required Qualifications:
- A minimum of 5 years’ experience within high level program or organizational leadership, including program development, implementation, evaluation and management.
- Evidenced commitment to an interdepartmental, interdisciplinary team approach to work; strong collaboration skills.
- At least 5 years’ experience in finance, small business consulting, community engagement, loan review and small business lending is preferred.
- Deep understanding of small business needs
- Ability and experience developing and managing budgets and resource allocation to maximize available resources for highest and most effective use.
- Ability to understand the importance of BCF’s mission.
- Ability to conceptualize, communicate, and implement a cohesive program vision, strategy and plan.
- Experience managing teams of people.
- Excellent project manager skilled in developing and implementing work plans with timelines, deliverables, roles, and responsibilities for mid-sized teams.
