Summary

Our Neighborhoods Capital Fund (ONCF), a non-profit affiliate of National CAPACD, seeks a  Director of Lending & Operations to play a pivotal role in the start-up years of our emerging CDFI.  This position will develop, lead, and manage the implementation of ONCF’s lending activities,  alongside developing the lending policies and operating procedures for tracking, compliance, and  growth. The Director will collaborate deeply with ONCF’s Chief Executive Officer and Credit  Committee. 

Our Neighborhoods Capital Fund directs capital into Asian American and Pacific Islander (AAPI)  communities that National CAPACD members serve. Through community real estate ownership,  National CAPACD members preserve and build AAPI historic and cultural districts, and prevent  displacement of low-income residents, small businesses, and community and cultural institutions. 

This is an exempt, full-time position, employed by National CAPACD, and based remotely in the  United States. The Director of Lending & Operations reports directly to the ONCF Chief Executive  Officer and joins the affiliate CDFI Division as the second core team member. The Director will also  collaborate with National CAPACD finance, operations, and communications staff. 

Responsibilities

⮚ Lending Functions: 

o Develop, implement, and manage lending programs to ensure effective deployment of  capital to underserved communities; 

o Manage the loan lifecycle, beginning with exploratory meetings through application  packaging and review, coordination in the underwriting process, approval, closing and  portfolio management until a loan is repaid; 

o Develop and maintain relationships with potential and existing borrowers, ensuring they  receive the support necessary to succeed; 

o Prepare loan package for Credit Committee review; 

o Monitor loan and portfolio performance, including delinquency and repayment trends and  recommend actions to drive toward borrower success; 

o Manage borrower compliance; 

o Liaise to Credit Committee; 

o Collaborate with CEO to refine loan products and design services that align with  organizational goals; 

⮚ Operational Systems Development: 

o Lead development and implementation of ONCF’s lending policies; 

o Lead the day-to-day operations of the lending team, ensuring smooth, efficient, and  compliant lending processes; 

o Develop systems for loan closing and servicing;

o Create internal tracking, management, and compliance systems; 

o Develop and document standard operating procedures; 

o Support ONCF’s administrative infrastructure; 

o Ensure compliance with federal, state and local lending regulations, and internal  policies; 

o Identify opportunities for process development to ensure needs of staff, clients, and  partners are met; 

⮚ Leadership, Strategy and Impact: 

o Work closely with ONCF CEO to shape the organization’s lending strategy, including  identifying new opportunities; 

o Track, measure, and report on the impact of lending programs, ensuring alignment with the  organization’s mission and strategic objectives; 

o Participate in external stakeholder engagement, including partnerships with community  organizations, financial institutions, and government agencies, to enhance lending reach  and effectiveness. 

Other Functions and Responsibilities:  

⮚ Represent ONCF at National CAPACD events, including our biannual Building CAPACD  Convention; 

⮚ May lead or join cross-functional teams to solve complex organizational issues;

⮚ Other duties as assigned.

Requirements

⮚ At least 7 years of relevant professional experience; 

⮚ Commitment to National CAPACD’s mission and working knowledge of the needs of low income, immigrant, Limited English Proficient (LEP), Asian American, Native Hawaiian, and  Pacific Islander (AA and NHPI) communities; 

⮚ Must be a team player with demonstrated ability to work well in a highly collaborative  environment; 

⮚ Demonstrated ability to build organizational systems from the ground up; ⮚ Passion for community development and economic empowerment; 

⮚ Proactive problem-solver with a continuous learning mindset; 

⮚ Adaptable, action-oriented and comfortable with ambiguity in a start-up environment; ⮚ High degree of self-awareness and commitment to personal and professional growth; ⮚ Excellent written and verbal communication skills; 

⮚ Proficiency in Google Workspace. 

Desired Qualifications: 

➢ At least 3 years in a leadership or supervisory role; 

➢ Proficiency in financial management software; 

➢ Bachelor’s or advanced degree in finance, business management, or urban planning; 

➢ Experience in lending, community development finance, or related financial services.

Essential Physical Requirements: 

⮚ The person in this position must be able to communicate via phone, including conference and  video calls, as well as written communication, such as Slack and email; 

⮚ This position requires the ability to remain in a stationary position to operate a computer (and  other office productivity machinery) and manual dexterity to operate a keyboard for extended  periods of time; 

⮚ This position requires the ability to occasionally lift objects weighing up to 10 pounds; ⮚ This position requires the ability to travel domestically with overnight stays. Travel may involve  transportation via airplane, car, or train. 

Compensation and Benefits

The Director of Lending & Operations is a full-time, exempt position, employed by National  CAPACD, and based remotely in the United States. Annual salary range is $100,000 – $130,000,  depending on background and experience. National CAPACD is pleased to offer a comprehensive  benefits package that includes 100% employer-covered health insurance for employees, 75%  employer-covered health insurance for eligible family members, basic life and long-term disability, and  paid parental leave. In addition, we offer 15 days accrued annual vacation at the start of employment,  7 days accrued annual sick leave, monthly wellness days, 403(b) retirement fund with employer match,  3-month sabbatical leave upon completion of 7 years of continuous employment, 14 holidays plus the  week between December 25th and New Year’s off.
